Simply put:
Take the code being supplied.
Copy it into a notepad document.
Save the document somewhere as boot.ini
Take that document and drop it into your root folder "C:" for most people.
Open the start menu and click run
type: attrib +s +h +a c:\boot.ini
I have added the missing step to your list in bold.
If you do not set the attribute of the file windows will not regonize it as a system file

On a more serious note. Yes this is a really really bad **** up and yes we need some high up to give an official statement/explanation for this. But guys give them some time to figure out what actually went wrong (read who to pod), most of the devs have properly been up all night to deploy Trinity. So lets give them a chance to wake up before we start lining them up in front of Jita 4-4à

Vista is not affected by this issue, since it does not use a boot.ini file, which is also why you cannot find one if you are running Vista. If you installed Vista by upgrading from XP, the boot.ini file might still be there, but it will not be used by Vista in the boot process.

If you have already rebooted your machine (and windows started up ok) then you don't have a problem.
But if the file is gone (perform step 1 in op) then it might be a good idea to restore it even if you computer starts up normally.
The thing about the file is that it is not needed on all installations of xp, only under certain situations. So you might just be one of the lucky ones.
